California Publicly-Owned Utilities

Background

Under SB1, publicly-owned utilities (POUs) in California are being required to create solar programs that collectively spend $784 million on solar incentives. This is a big part of the California Solar Initiative and POUs are expected to install 700 Megawatts throughout these territories over the next 10 years. There are approximately 40 POUs in California and Vote Solar is tracking activities and progress around this mandate.

LADWP has had a solar program in place for several years and should be commended for their efforts to-date. But in order to meet their requirements going forward and help bring solar into the mainstream, more is needed. First and foremost, the rebate levels should be adjusted in order to make the investment economically attractive to different types of customers and the application process should be streamlined to make it easier for customers to generate their own power.

Additional details:

  • LADWP has installed nearly 11.5 Megawatts of solar as of 2006
  • LADWP represents 40% of the state’s municipal electricity sales. This means that they will need to provide solar incentives to the tune of an estimated $313 million over the next 10 years.
  • The majority of LADWP’s power comes from coal (47%) followed by natural gas (29%)

 

Public Meeting on Solar at LADWP! On February 28th, LADWP will hold a meeting to solicit comments on its proposed program. We need people to show up in droves to demonstrate that LADWP customers are demanding an appropriately ambitious solar program.
