2008 Florida Energy Bill

A sweeping energy bill, HB 7135, was signed by Florida Gov. Charlie Crist 's desk at his second annual climate summit. The highlights:

  • Directs the Public Service Commission (PSC) to adopt a Renewable Portfolio Standard that allows them to give more weight to solar and wind (bill page 96);
  • Directs the PSC to adopt goals for demand-side renewable energy systems (bill page 84);
  • Property Tax Exemption means the cost of a solar energy system will not increase the appraised value of a home for property tax purposes (bill page 25);
  • Provides $5Million in direct solar incentives (bill page 135); and
  • Expands net metering to all utilities, including, municipal utilities and rural electric cooperatives (page 94).
